Kelly Shapley, Director

Kelly Shapley, Ph.D. is the founder and director of
Shapley Research Associates, LLC. Shapley holds a doctorate in Curriculum
and Instruction (1993), with a minor in Educational Administration and
specializations in research design, measurement, and statistics from the
University of North Texas. Shapley has more than 15 years experience as an
educational researcher and program evaluator with the Texas Center for
Educational Research, Southwest Educational Development Laboratory (SEDL),
Dallas Independent School District (ISD), and as a research consultant.
Shapley also has extensive experience as a teacher. She holds a Bachelor’s
degree in Elementary Education and a Master’s degree in Education, and is
certified as a grades K-12 reading specialist.
Shapley has led studies on a wide range of topics; published more than 50
reports and articles; made presentations at numerous education and research
conferences; shared research findings with educators, Texas Education
Agency staff, the State Board of Education, and Texas Legislative
committees; and conducted training sessions for teachers, administrators,
and school board members. Highlights of Shapley’s experience include the
following:
- Director,
Shapley Research Associates (2006-Present).
- Director,
Texas Center for Educational Research.
Led research, evaluation, and policy studies for school districts,
regional service centers, and state and federal agencies.
- Program
Associate, Office of Institutional Assessment and Evaluation, SEDL.
Developed evaluation designs and implemented internal and external
evaluations of educational programs.
- Evaluation
Specialist, Department of Research and Evaluation, Dallas ISD. Developed
evaluation designs and implemented studies of district programs and
processes (Title I, systemic reading
reform, instructional programs, and classroom practice).
- Teaching/Research
Assistant, University of North Texas. Taught
EDRE 4820, All Levels Development Reading. Served as Research
Assistant for National Science Foundation, Mentor-Colleague Teacher
Project.
- Teacher.
Taught students in grades K to 8 at Gruver ISD (Texas), Osceola County
Schools (Florida), and Harrison County Schools (Mississippi).
